Local Residents Discount Scheme
The Express Set Down Local Resident Discount Scheme (the ‘Scheme’) is designed to offer discounts to local residents of Stansted Airport when using our terminal forecourt to drop-off and pick up and is part of our commitment to the local community. To enable us to continue offering this discount, we require residents to comply with certain terms and conditions, as set out below. By applying for and using the Scheme you (‘the Resident’) agree to abide by all the following Terms and Conditions (the ‘Terms’).
1.1 The Scheme is operated by Stansted Airport Limited, a company registered in England and Wales with company number 01990920 (referred to in these Terms as ‘we’, ‘us’ and ‘our’).
1.2 To be eligible for the Scheme, applicants must:
i. be aged 18 years or over;
ii. complete and submit our application form;
iii. have their primary residency within a 10-mile radius of Stansted Airport (the ‘Airport’), as calculated in accordance with paragraph 1.5 and,
iv. when requested by the Scheme’s admin team, provide a current vehicle registration certificate (V5C ) showing the Resident’s name and address as proof of both residency within the 10-mile radius and that the Vehicle Registration Number (VRN) of the vehicle to be used in the Scheme’s drop-off and pick-up area is registered to the same address.
v. meet all other requirements of these Terms.
1.3 You will not be eligible to join the Scheme if:
i. you are already a member of the Scheme, including where your account is linked to a different address; or
ii. your address has already been registered for the Scheme by a different person (regardless of whether they are part of your household).
1.4 For the purposes of paragraph 1.3(ii), if your address has already been registered for the Scheme by a different person, you will still (subject to the remainder of these Terms) be eligible to register the address for the Scheme if you provide valid proof of residence demonstrating that you now reside at the address in question. Upon receiving your application, the Scheme’s admin team will verify your proof of residence and temporarily store the details of the previous account holder associated with the address. The admin team will contact the previous account holder to confirm whether they have vacated or moved from the address. If confirmation is received, or no response is provided within 5 working days, their account will be removed from the database, and your registration will be processed accordingly.
1.5 Each household that is eligible to join the Scheme is only permitted to register a single account linked to one address and with up to two (2) vehicles allocated to that account.
1.6 For the purposes of calculating distance from the Airport, all distances are to be calculated using the distance from Enterprise House, Bassingbourn Road, Stansted CM24 1QW to your primary residency address (as set out in your application form).
1.7 You promise that all information provided in your application for the Scheme is complete and accurate. You must report to us without delay any changes to your circumstances or other developments that could affect your ability to comply with these Terms or your eligibility to membership of the Scheme in accordance with paragraph 8.5 of these Terms.
1.8 We reserve the right to decline or make a final decision regarding whether a property's distance qualifies under the Scheme and what discount should apply.
1.9 You will not be able take advantage of the discounts offered by Scheme membership (as set out in paragraph 3) until you have received written confirmation from the Scheme’s admin team that your application to the Scheme has been successful.
2.1 We manage parking charges due in respect of access to the Express Set Down Zone at the Airport by the use of Automatic Number Plate Recognition technology (‘ANPR’). You will only be able to benefit from the discount Scheme if the vehicle registration number (‘VRN’) of the vehicle that you use to access the Express Set Down is accurately registered with us prior to your access. Local resident cards previously issued under the Scheme are no longer accepted as evidence of eligibility for discounts under the Scheme. This paragraph 5 sets out how you can register and change a VRN.
2.2 When you apply to join the Scheme, you will be asked to provide the VRN(s) of the vehicles you wish to benefit from the Scheme. You can provide up to two VRNs that will be linked to your account.
2.3 You will only be eligible for discounts available under the Scheme if you access the Express Set Down at the Airport using a vehicle with a VRN registered to your account at the time of access. If you access the Airport using any other vehicle, including a vehicle with a VRN you have requested be added to your account but has not yet been confirmed by us, then you will not be eligible for discounts in respect of that use.
2.4 You can update the VRNs linked to your account by filling in the relevant form (found here) , but you may not have more than two VRNs linked to your account at any time. Changes will not take effect until you have received an email confirmation from the Scheme’s admin team that this change has taken effect.
This means that if you enter the Express Set Down at the Airport in a vehicle with a VRN that has not been confirmed by us – even if you have requested that the VRN be added to your account - you will not be eligible to receive a discount in respect of such use and standard rates (as set out in and payable in accordance with our car parking terms and conditions) will apply. You should therefore provide as much notice to us as possible of any changes required to the VRN(s) registered to your account to ensure you can take advantage of Scheme.
2.5 Please note that VRNs uploaded to/registered with our payment portal for parking charges will not be transferred to your account. If you wish to update the VRNs applicable to your account, the only way to do this is through the Application form (Found here: Local Residents Discount Scheme)
2.6 VRNs provided must be personally owned by residents of the household and used primarily for personal transportation needs. Commercial vehicles, those used for business purposes, taxis or vehicles used for ride-sharing services are not eligible for registration under this Scheme.
3.1 Membership of the Scheme reduces the charges payable in respect of Express Set Down at the Airport which means that the charges payable for use of Express Set Down at the Airport where the Scheme applies, the following concession rates shall apply:
i. Residents living within 5 miles of the Airport pay £0.50 for up to 15 minutes.
ii. Residents living within 10 miles of the Airport pay £1.00 for up to 15 minutes.
3.2 These concession rates are only applicable for visits lasting up to 15 minutes (measured from when the vehicle is recorded by the ANPR upon entry to when it is recorded upon exit. Any stay exceeding the 15-minute window will be subject to standard airport parking charges as set out in and payable in accordance with our car parking terms and conditions. If the stay exceeds the maximum 30-minute window an overstay charge will be issued. We may engage a third party to calculate and collect additional charges on our behalf.
3.3 The Scheme does not entitle you to any discount in respect of any other car parking or other activities at the Airport.
We operate a barrierless system for the Express Set Down Area. This means that you need to pay the charges due for your access by midnight on the following day to ensure you do not receive a Parking Charge Notice. Charges can be paid online or by phone. 5.1 The concession rates described in paragraph 3.1 are strictly limited to a maximum of two (2) vehicle entries to the Express Set Down Zone between the hours of 00:00 and 23:59 on each day per registered household, for the combined purposes of drop-off and pick-up activities. These entries can be any combination of drop-offs and pick-ups, provided the total does not exceed two entries per day.
5.2 Any additional entries beyond this limit will be subject to standard parking rates as set out in and payable in accordance with our car parking terms and conditions. Abuse of this limitation may result in the revocation of your membership of the Scheme.
6.1 You acknowledge that your application for and participation in the Scheme is subject to these Terms. You agree to indemnify us for any losses we suffer in respect of any breach of these Terms.
7.1 We reserve the right, at our sole discretion, to withhold, suspend, or terminate the Scheme at any time and without prior notice.
7.2 We will not be liable for any losses, damages, or inconveniences incurred as a result of withholding, suspending, or terminating the Scheme. Participants in the Scheme acknowledge and accept this reservation of rights as a condition of their participation.
8.1 Residents are responsible for ensuring that their payments are made by midnight the day after you visited. Failure to complete payment within this timeframe will result in a Parking Charge Notice (PCN) being issued.
8.2 In addition to the rights set out at paragraph 5, we reserve the right to periodically review the Scheme and make necessary adjustments, including (without limitation) changes to pricing and discounts, eligibility criteria, and terms of use.
8.3 In using the Express Set Down Zone at the Airport, the Resident agrees to comply with the Car Park Standard Terms and Conditions, which apply in respect of the use of such Zone in addition to these Terms.
8.4 Misuse of the Scheme, including but not limited to fraudulent registration or commercial use may result in a temporary ban or removal from the Scheme

8.6 Changes to VRNs or updates to your account may take up to 10 working days to process. You must receive a confirmation email from the Scheme’s admin team to ensure the requested change has been activated.

8.8 By applying for and using this Scheme, residents agree to comply with these Terms. We may sometimes need to update these Terms by posting a new version on Community | London Stansted Airport – Local Resident Discount Scheme. Once such new version has been posted, the updated Terms shall take effect and replace the previous version of the Terms. It is the responsibility of the Resident to remain informed about any updates or changes made to the Scheme to ensure continued compliance.
8.9 The Scheme is for personal and consumer use only. The Scheme cannot be used for any business transaction or purpose.
8.10 Scheme membership cannot be transferred, bought, sold or traded in any way.
8.11 These Terms, along with all other relevant terms and conditions that are referred to in these Terms, constitute the entire agreement between you and us with respect to the Scheme.
8.12 A person who is not a party to these Terms shall have no right under the Contract (Rights of Third Parties) Act 1999 to enforce any term of these Terms, but this shall not affect any right or remedy of a third party which exists or is available apart from that Act.
8.13 These terms are governed by English law and you can bring claims against us in the English courts. We can claim against you in the English courts.
8.14 We can transfer our contract with you, so that a different organisation is responsible for the Scheme. We'll contact you to let you know if we plan to do this. You can only transfer our contract to someone else if we agree to this.
8.15 If a court or other authority decides that some of these Terms are unlawful, the rest will continue to apply.
8.16 We might not immediately chase you for not doing something (like paying) or for doing something you're not allowed to, but that doesn’t mean we can't do it later.
